Senior Vice President - Behavioral Health Services

General Purpose:
Overall management responsibilities for program operations and related performance achievements of Behavioral Health Services.

Essential Functions:
• Design new behavioral health programs that lead to best in class social services, prepare proposals for government and philanthropy and negotiate contracts with EVP.
• Stay abreast of changing landscape in service delivery/funding models on Federal, State and City level. Be a leader in innovation in new models, by testing and measuring impacts.
• Monitor programs to assure contract compliance and funding source goals and objectives
• Provide fiscal oversight to Behavioral Health division including development of budgets and monitoring on an on-going basis
• Provide oversight and supervision of Program managers
• Review and vet RFPs for new programs based on agency mission and funding availability
• Maintain and cultivate new relationships with funding sources for continued success and/ or growth of programs.
• Maintain/develop linkages with community based organizations, educational facilities, etc. and ensure Goodwill is a strong partner on programs.
• Identify and develop new opportunities for emerging populations to be served and resources needed
• Assure all programs are in compliance with all regulatory and accreditation entities
• Prepare data driven monthly reports to EVP with recommendations for patterns of growth, decline, or recommendations of closure, etc.
• Collect, monitor and analyze statistical data on performance, service utilization and outcomes.
• Prepare and drive decisions with metrics, internal and external reports
• Develop and strengthen leadership skills in staff through trainings both internal and external, one on one supervision and delegation.
• Oversee staff, assure appropriate staff conduct and execution of duties, resolve personnel issues and assure regular staff performance review and evaluation.
• Provide oversight of Behavioral Health interns in all programs and provide clinical supervision as needed (including LMSW, LCSW, LMHC, LCAT).
• Identify and share Behavioral Health Impact stories on a monthly basis with EVP, PR/Development Departments
• Represent Goodwill Industries success stories in marketing, the press, conferences and on various Boards of like-minded organizations
• Work collaboratively with other Goodwill Departments to provide the most comprehensive services and best utilization of resources and outcomes


Qualifications/Basic Job Requirements:.
• A Master’s degree in Social Work with LCSW certification.
• Minimum of five years of managerial and clinical experience
• Knowledgeable of Managed Care, HCBS, Medicaid and Medicare regulations as well as NYS Office of Mental Health regulations
• Must have working knowledge of DSRIP, VBP and other behavioral healthcare/ Medicaid reforms.
• Excellent written and oral presentation skills. Strong data and metrics experience.
• Experience with program design, development and implementation, and problem solving.
• Must have strong analytical, management and financial skills.
• In-depth knowledge of a variety of services and funding streams for Behavioral Health services. .
• Ability to multi-task and adapt to wide variety of demands and standards from numerous funding sources.
• Must have experience in program creation, development and expansion.
• Must have excellent people skills to work in a human services/rehabilitation environment.
• Must have demonstrable organizational, program and financial management, administrative skills and ability to work effectively in an extensive inter-agency collaborative operation.
• Must have excellent verbal and written communication skills, professional presentation and excellent interpersonal/customer service skills.
• Must have knowledge of the current software including Microsoft Office
• Experience with electronic record systems

Scope of Responsibility & Positions Supervised:
• Fiscal and supervisory responsibility of multi-faceted Behavioral Health division in multiple locations throughout NYC. Prepare annual budgets with Fiscal Officer
• Ability to multi-task and provide supervision and oversight to programs to assure optimum operation, safety and adherence to regulatory bodies.


Special Working Conditions:
Must be able to travel to various program sites and meetings.
