Education:

 

Coalition of Behavioral Health Agencies will be offering the following sessions as part of its Summer Medicare Part D Training Series:

Part D and Extra Help Updates will be held on Thursday, July 27, 2006, 2:00pm – 4:00pm. Norma Harris, CMS and Everett Lo, SSA will provide an update on where things are with Medicare Part D and the Low Income Subsidy (Extra Help).

Medicare Part D Breakfasts will be held on Thursday, August 3, 2006, 9:00am – 10:30am and Tuesday, August 17, 2006, 9:00am – 10:30am.  Following a quick review of what Medicare Part D is about and updates on the latest news, this will be an opportunity to discuss issues of concern to you and your clients.

Exceptions and Appeals - Ask the Lawyer will be held on Tuesday, August 22, 2006, 2:00pm – 4:00pm with Amy Lowenstein, Staff Attorney with the New York Legal Assistance Group.

Coalition of Mainstream Employment Programs will host "Orientation to Supported Employment" on July 18th from 9am-4pm at 350 5th Avenue, Room 314.  To register call 212-741-0100.

Howie T. Harp will hold Certified Psychiatric Rehabilitation Practitioner (CPRP) review classes on Monday nights from 6pm-8pm starting July17th-October 23rd at 2090 Adam Clayton Powell Jr. Blvd., 12th floor. National Alliance for the Mentally Ill will be hosting "The State of Depression in New York" on July 13th from 10am-11am at the Benjamin Hotel, 125 E. 50th Street.  A panel including Dr. Lloyd Sederer, Executive Deputy Commissioner for Mental Hygiene (DOHMH) will discuss findings from the NAMI national survey on depression.  For more information call 212-601-8219.

American Society for Training and Development:  reauthorization of the Workforce Investment Act (WIA) of 1998 has been on hold due to added responsibilities created by Hurricane Katrina in Congress.  S.1021 is a $12 billion, public sector, job training and employment system granting authority to local government and the private sector to guide public sector education and training for low-income individuals with disabilities.  For more information go to:  www.astd.org/NR/rdonlyres/B6F52426-323C-485F-A4F5-92429E4F0AB1/9176/June2006.pdf

Center on Budget and Policy Priorities:  the Deficit Reduction Act (DRA) of 2005 will increase the work requirement for Temporary Assistance for Needy Families (TANF) recipients to 2005 levels. Effective October 1, 2006, the all-families work participation requirement is 50 percent and the two parent work participation requirement is 90 percent conditional upon state caseload levels. The NYS Legislature remains deadlocked over the Governor's proposal to use TANF surplus dollars towards the creation of the Flexible Fund for Family Services (FFFS) block grant for localities to use at their discretion. For more information on the FFFS go to:

Centers for Medicare and Medicaid Services has issued a warning against potential telephone scams regarding Medicare Part D.  The scam involves attempts at stealing beneficiaries' funds through a telephone scam called the "$299 Ring" scheme. For more information call 877-772-3379.

Supplemental Security Income (SSI) recipients and Medicare beneficiaries, including senior citizens and people with disabilities, will be exempt from the Citizenship Documentation Requirement in the Deficit Reduction Act (DRA) of 2005. Enable America! is conducting a Community Connection Forum in the New York City area on July 31, 2006.  The goal is to educate individuals about the high unemployment rate for individuals with disabilities.  The organization is seeking individuals who have event planning experience to lead efforts in the disability community.  For more information call 813-222-3212.

NYS Department of Health:  Medicaid "wraparound" for Part D drugs for dual eligibles will continue to Jan 1, 2007 allowing pharmacists to bill Medicaid for the remainder of the year when the Part D plan refuses to reimburse drugs not on the formulary.  For more information specific to the "wraparound" changes go to:   www.health.state.ny.us/health_care/medicaid/program/update/2006/jun2006.htm

A bill requiring the NYS Office of Mental Health to create a waiting list for mental health recipients seeking housing has been passed by the NYS Assembly and Senate and is awaiting Governor Pataki's signature.  Bill # A.02895A will initiate efforts to document mental health recipients in need of integrated and safe housing.  To access this bill go to:

The NYS Senate gave final legislative passage on S.2207-C prohibiting mentally ill inmates from being placed in solitary confinement or "special housing units" (SHUs).  The bill will be forwarded to Governor Pataki.  To read more go to:

Review criteria have been announced for SAMHSA’s new National Registry of Evidence-Based Programs and Practices (NREPP), a publicly available rating and classification system for substance abuse and mental health treatment interventions . The changes affect minimum review criteria for NREPP inclusion.

US House of Representatives House Committee on Appropriations:  on June 6th the FY07 Appropriations bill setting funding levels for HUD programs was approved.  Included were increases to Tenant-Based Rental Assistance (Section 8 vouchers), Housing for Persons with Disabilities and Housing for the Elderly.  For more information go to:

The Anne E. Casey Foundation’s 17th annual KIDS COUNT data book is now available. The report details national trends in child well-being and the critical role of early childhood development in preparing children for success in school and life.
