Our keynote speaker was Barbara Coulter Edwards, the Director of the Disabled and Elderly Health Programs Group in the Center for Medicaid, CHIP, and Survey & Certification at CMS. She is a nationally recognized expert in Medicaid policy, including managed care, cost containment, long-term care, and State and federal health care reform. She served for eight years as the Ohio State Medicaid Director and was a Principal with Health Management Associates, Inc.  Ms. Edwards discussed CMS's thinking on how behavioral health “fits” into healthcare reform.

Our State representatives included Dr. Michael Hogan, Commissioner, New York State Office of Mental Health, and the new Commissioner of the Office of Alcoholism and Substance Abuse, Arlene Gonzalez Sanchez.

Our afternoon presenters will include Deborah Bachrach, Special Counsel at Manatt, Phelps & Phillips, a visiting fellow at the New York State Health Foundation and from 2007 to 2010, the NYS Medicaid Director and Deputy Commissioner of Health for the Office of Health Insurance Programs; and invited guests James Knickman, President and Chief Executive Officer of the New York State Health Foundation and Robert C. Long , Commissioner, Onondaga County Department of Mental Health.
