New York State, incentivized by additional funding made available through the ACA, industriously began the process of redesign with a variety of strategies, including the development of Health Homes for high-needs behavioral health consumers of health care. As huge networks of behavioral and health providers struggle to meet the requirements of Health Homes, all eyes are focused on 2014, when every Medicaid recipient is enrolled into managed care and is provided with care integration. Meanwhile, thousands more New Yorkers will become Medicaid eligible. 

To meet the challenge, New York State will roll out innovative programs to meet the holistic needs of special populations through Behavioral Health Organizations and, in New York City, some version of what are now known now as Special Needs Plans (SNPs).  At this moment, unique plans for ensuring the integrated delivery of services for children and families are being envisioned by State and City leaders. And 2014 brings the roll out of the Health Benefit Exchange. 

This conference highlights the visions and thoughts of our State and City government officials and other thought leaders as we rush to the culmination of behavioral and health redesign in 2014.  If you are bewildered by the ever-changing landscape of behavioral health service delivery; if you are confused by the development of seemingly similar innovations; if you worry about the presumed primacy of managed care organizations in the future, this conference is “designed” for you.
