Director of Housing Services, Bureau of Mental Health

Description
The Bureau of Mental Health is responsible for mental health service delivery and planning for New York City residents with mental health needs. Through contracting directly with NYC service providers, the Bureau is responsible for procuring and overseeing over 700 treatment, rehabilitation, housing, case management, advocacy, and Assisted Outpatient Treatment programs with a total value of over $200 million. Bureau staff are responsible for managing the development, implementation, and oversight of ongoing and new contracted mental health programs. Through these contracts and through its policy, planning and advocacy work, the Bureau seeks to facilitate access and quality care and recovery for all New York City residents.
You will be responsible for Housing-related service delivery in New York City, with particular emphasis on the expansion of housing opportunities for persons with mental illness, and other disabilities; and oversight and management of those programs which have contracts and agreements with the Department totaling over $75 million. In addition to providing leadership concerning housing policy and program development, the Director will oversee the management of all contracted Housing Services that include: congregate housing, scattered-site housing, on-site rehabilitation, and drop-in centers as well as some eviction prevention and shelter-based services. The Director will oversee the monitoring of program performance through data collection and analysis, ongoing site-visits, and the provision of technical assistance to providers to improve program performance and functioning. The Office also identifies and disseminates best practices and innovations in Housing for populations with special needs, and responds to requests for information and assistance from consumers, providers, and the public on behalf of Housing Services. The Director directly supervises a Deputy Director as well as an administrative assistant and the Office consists of an additional seven (7) professional senior program management staff.
Under the direction of the Deputy Director for Mental Health. the Director of Housing Services will:
-- Establish the strategic direction and provide broad-reaching oversight to the Office of Housing Services and its staff.
-- Establish programmatic policy through conducting ongoing analyses of all Housing -related programs, activities, regulatory and legislative issues, and best practices.
-- Identify and disseminate best practices and innovation in Housing Services and present findings to the Deputy Director, Assistant Commissioner, Division Leadership, and the executive offices.
-- Identify opportunities for growth and development of Housing Services Citywide, and coordinate activities with State, Federal and other City agencies.
-- Integrate the Office's goals and objectives into the larger DOHMH mission.
-- Ensure the performance of all new and existing contracted Housing Services is monitored effectively and corrective action is implemented to improve contract compliance and program outcomes. Establish performance-management systems and ensure that they are effective and improvements are made as needed.
-- Monitor all Office operations and systems, identifying programmatic and administrative improvements, and performance management implementation.
-- Oversee the collection and analysis of data to monitor program efficacy and inform future planning, as well as research to identify the ongoing needs of consumers and best practices in Housing.
-- Respond rapidly to requests for program analysis from the Deputy Director, the Assistant Commissioner, Commissioner's Office, and other Mental Health Bureau units.
-- Be the primary liaison for Office to senior and executive management, providers, provider groups, and State partners, including representing the Office at internal/external meetings.
-- Prepare and present monthly and quarterly reports on Office activities and program performance to the executive leadership.
-- Provide direct supervision to the Deputy Director. Identify professional development needs and facilitate training opportunities for all Office staff.
-- Conduct regular performance reviews of all direct reports and other duties as assigned.
Qualifications
PREFERRED SKILLS: Extensive management and supervisory experience within a complex organizational structure; knowledge of mental health Housing services, development, and the service delivery system; excellent managerial, quantitative, oral and written communication skills; experience creating and implementing performance management; and experience monitoring and negotiating human and non-human service contracts.
Experience Required: 1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A Baccalaureate degree from an accredited college and four years of professional experience in the areas described in (1) above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in (1) above.
NOTE: NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.
Salary
$54,740 - $120,000 [Full-time]
