Program Specialist, Office of Housing Services, Bureau of Mental Health

Job Summary:

The Office of Housing Services is currently responsible for overseeing approximately 160 housing programs and creating new housing opportunities for homeless New Yorkers with mental hygiene disorders so that they may live independently in the community. DOHMH funds the services and operating costs for approximately 4,800 units of supportive housing and has an additional 4,000 units in development that are scheduled to open over the next ten years and which will result in an additional 50 or more new contracts.

Contract Monitoring and Oversight:

You will:

-- Monitor the programmatic and service performance of all assigned contracted housing programs through ongoing contract and data analysis, communication with provider, and site visits.

-Assist housing provider agencies with the preparation of budgets, scopes of services and all other documentation necessary to initiate, register, and renew contracts. Identify and correct any program-related issues or inaccuracies within the provider contract.

-- Liaise with the appropriate contract analyst to resolve any budgetary or contractual matters.

-- Work closely with providers to troubleshoot specific program issues and provide technical assistance. When required, assist provider to develop and execute a corrective action plan to improve provider performance.

-- Seek out, support and raise to management's attention provider best practices.

-- Document all monitoring activities and findings in DMH prescribed systems.

-- Closely monitor programmatic activities of providers during start-up and close-out phases. Identify problematic programs to upper management and work collaboratively to create recommendations for future actions.

-- Work closely with the contract analyst to initiate contract renewals; and identify operational improvements to existing performance monitoring systems and activities.

Program Planning and System Oversight

You will:

-- Demonstrate a comprehensive understanding of assigned housing contracted programs/program types and best practices. Based on this understanding, identify and recommend opportunities for programmatic improvements and contract renewals.

-- Help establish policies and procedures to effectively monitor all housing programs, including identifying outcomes.

-- Organize quarterly informational program meetings. Develop and establish topics and agendas relative to current trends and program needs.

-- Assess program training needs. Based on these assessed needs develop relationships and engage various organizations and experts in the discipline to provide trainings.

-- Identify program-related data needs to help recognize programmatic trends and inform future planning based on understanding the needs of consumers and best practices in rehab programs; and work closely with the Office of Planning and Quality Improvement to support and integrate Continuous Quality Improvement (CQI) activities within the work of the Office of Housing Services.

This may include actively participating in special projects and committees.

New Housing Development

You will:

-- Prepare Requests for Proposals (RFP), including writing and revising RFP drafts, concept papers, and proposal evaluation guides.
-Conduct research on programs and topics under consideration for RFP, including focus groups, literature reviews, individual interviews, and internet exploration.

-- Identify and summarize research reflecting trends, best practices and program models in the field of supportive housing for people with special needs.

-- Collect and maintain data concerning the number of housing units for those with mental hygiene disorders, both in operation and in development, as well as, any other data that is relevant to residential development activities.

-- Provide this data for Division or department reports or any other management reports that may require this information.
-Attend interagency and inter-and intra-governmental forums, meetings, conferences and other stakeholder venues that have housing or homeless services as its focus.

-- Prepare planning documents, charts, testimony, or any other material that explains or describes the housing development activities of the Office, Bureau or Division.

-- Prepare proposals, grant applications, or other material that may help the Division access additional resources to expand residential development; and perform any other activity as required to advance the Division's goal concerning the expansion of housing opportunities for people with mental hygiene disorders.

Reporting, Communications, and Office Representation

You will:

-- Respond to requests for information, referrals, and assistance about housing programs and services from consumers, providers, other City agencies and entities, and the public.

-- Respond rapidly to requests for program analysis about housing programs and program types in assigned portfolio from the Deputy Director and Director.

-- Help prepare monthly and quarterly reports on Office activities and program performance.

Qualifications

PREFERRED SKILLS:
Preferred skills are contract and program management experience, as well as have broad knowledge and experience in some or all of the following areas: supportive housing, affordable housing, homelessness, mental health, social and rehabilitative services, procurement of contracts with the City of New York or other government agencies; and proficiency in Microsoft Word, Excel, PowerPoint and Access. Strong research, analytical, writing and editing skills as well as the ability to work independently and deliver written products in a timely manner are required, as are excellent quantitative, oral and written communication skills.

Experience Required:
1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A Baccalaureate degree from an accredited college and four years of professional experience in the areas described in (1) above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in (1) above.

NOTE: NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.

Salary

$56,937 to 88,649 (Full-time)
