Policy Analyst

Description
Job Summary: The Bureau of Mental Health is responsible for mental health service delivery and planning for New York City residents with mental health needs. Through contracting directly with NYC service providers, the Bureau is responsible for procuring and overseeing over 700 treatment, rehabilitation, housing, case management, advocacy, and Assisted Outpatient Treatment programs with a total value of over $200 million. Bureau staff is responsible for managing the development, implementation, and oversight of ongoing and new contracted mental health programs. Through these contracts and through its policy, planning and advocacy work, the Bureau seeks to facilitate access and quality care and recovery for all New York City residents.
The Office of Policy and Planning at the bureau of mental health is responsible for a variety of roles including but not limited to: 1) policy analysis and research which includes environmental scanning, identifying, evaluating, and reporting of emerging trends to health care delivery and financing and analyzing trends for their interactions with bureau programs and implications for policy development and planning; 2) policy counsel to bureau leadership and its program offices, 3) policy coordination with various internal and external policy stakeholders, and 4) strategic planning for the bureau and its various program offices.
The Policy Analyst will:
-- Perform public policy analyses, data analyses, economic analyses, statistical analyses, investigations, research preparations and other policy, regulatory and legal references.
-- Produce summaries of proposed legislation, regulations, and research studies related to the bureau's program areas.
-- Assist in developing strategic direction and producing strategic plans to ensure that the bureau's work is consistent with its mission.
-- Work with the bureau's program offices to provide guidance on researching best practices.
-- Provide consultation and guidance in particular to the offices of Housing and Rehabilitation Services on best practices research and policy formation around housing and benefits for people with mental illness.
-- Collect, analyze and present data relevant to policy projects.
-- Prepare draft policy positions and opinions, memorandums and brief reports as requested or deemed appropriate.
-- Perform other assigned duties as needed.
Qualifications
Preferred Skills: Strong analytical and planning skills are necessary. Candidate should be knowledgeable about policy development and project management. The successful candidate will be creative, flexible, able to meet tight deadlines, able to manage several tasks and projects from all stages, understand empirical research processes and outcomes, and have good problem solving skills; excellent interpersonal and communication skills and a strong sense of teamwork required . Excellent verbal, written and presentation skills and proficiency in Microsoft Office are essential. Proficiency with SPSS or other statistical analysis packages is a plus. Knowledge of and experience with the public mental health system (especially in the areas of housing, employment and rehabilitation) are advantageous. The ability to learn about and easily adapt to multiple programmatic (Treatment, Rehabilitation, Case Management, Housing, etc.) and/or functional areas (Administration, Budgeting and Liaising with the Office of Intergovernmental Affairs) to support Bureau-wide policy making and strategic planning are essential.
Experience Required: To be appointed to Assignment Level II, candidates must have:
1. A Doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A Master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to (1) or (2) above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in (2) above. Two years as a City Research Scientist Level I can be substituted for the experience required in (1) and (2) above.
NOTE: NEW YORK CITY RESIDENCY IS REQUIRED WITHIN 90 DAYS OF APPOINTMENT.
Salary
Salary Range: $63,662 - $79,899
