Chief Operating Officer
Reports To: Chief Executive Officer SUMMARY OF PROFESSIONAL FUNCTION Chief Operating Officer administers day-to-day operation of multiple diverse service delivery, business activities, and the organization’s Human Resource and Quality Assurance functions. COO provides leadership and clinical expertise to the organization’s behavioral health treatment, rehabilitation, industrial operations, and child and family services. COO leads the implementation of the Vision process, promoting organizational values and commitment to development of employees as leaders throughout the corporation. The COO leads the development and implementation of the Corporate Strategic Plan and budget and ensures quality service delivery for over 12,000 people per year. The COO advises on business and operations of multiple corporations of the organizational system and provides supervision, training and guidance to a staff of 1400, and daily management of the $80 million budget. Accountable directly to the CEO and the Board of Directors on implementation of policies, development of programs and overall operations. ESSENTIAL FUNCTIONS Board Administration and Support • Presents, in conjunction with the Chief Executive Officer, to the Boards of Directors on corporate system planning, finances and operations. • Executive liaison to Boards of Directors. Collaborates, advises and implements policies and programs in conjunction with Executive, Program and Human Resources, and Industrial and Business Development committees. Executive Leadership and Communication • Leads implementation of the Vision and values and development of leaders at all levels throughout the corporation. • Provides leadership to the Leadership Council, Senior and Middle leadership teams in conjunction with the Chief Executive Officer. • Advises the Chief Executive Officer, CFO, and the Boards of Directors on business and corporate matters of the corporations. • Represents and advocates for the organization in the community with political officials, business contacts, the healthcare industry, the general public and the media. • Performs duties of the Chief Executive Officer during his absence or on his behalf as requested. Corporate Policies and Procedures • Ensures broad input into the development of the Corporate Strategic Plan and the specific objectives to achieve Corporate Key Result Areas. Evaluates Corporate Plan progress and facilitates strategies to accomplish results. • Reviews analysis of activities, cost, operations, metrics, and forecast data to determine progress toward stated goals and objectives and amends direction and strategies as required. Confers with the Chief Executive Officer to review achievements and discuss required changes in goals and objectives. • Leads the development of the corporate budget ensuring broad input and analysis to develop and implement an accurate spending plan and revenue targets. • Leads the development, collection, and use of metrics to guide operations and results for the people served and the organization. • Communicates directly with employees throughout the corporation to provide education regarding Corporate Vision and values, Key Result Areas and budget goals and outcomes. • Provides executive oversight of the Quality Assurance function of the agency including Incident Review and collaboration with the Justice Center, the process to understand and implement regulatory requirements and accomplish successful certification, and self-monitoring activities. • Collaborates with the Compliance Officer to administer the Corporate Compliance program to ensure reporting, investigation and correction of all violations, as well as staff training, policy and procedure development, auditing and monitoring, and guidance and discipline. Human Resources Administration • Guides the Leadership Council in the development of the staffing plan for the corporations to ensure capacity and resources to implement programs and services per contracts and obligations. • Provides executive oversight of the Human Resource function of the agency, including recruitment, hiring, salary administration, performance evaluation, retention, as well as training, progressive discipline and termination. Supports the development of employee appreciation, recognition and retention programs, as well as training, guidance and career development for employees in compliance with all EEO, OSHA, COBRA and ADA requirements. • Directs salary administration plan including implementation of the Incentive Program to recognize true excellence and “above and beyond” contributions. Service Delivery Leadership • Provides Executive oversight to the leadership of current operations and plans for future growth, expansion and succession to ensure maximum use of human, technological, and physical resources, utilizing evidence based practices, to achieve effectiveness and efficiency in service delivery. • Ensures quality service delivery and healthcare to thousands of service recipients, facilitating integrated community services, well designed to meet each recipient’s needs. • Directs the implementation of Utilization Review and Utilization Management to ensure level of care criteria are met and service delivery is appropriate for the needs of recipients and the requirements of all payors. • Negotiates and administers contracts related to service delivery, seeking the advice of legal counsel and guidance of the CEO and the CFO. • Plans and secures service expansion opportunities to meet the needs of the community and support the operations of the organization. Develops proposals and implementation plans for new service delivery. • Collaborates with healthcare companies with which the organization has established partnerships and business initiatives ensuring successful results for the people served the partnerships, and the organization. SCOPE OF RESPONSIBILITIES: • Leadership: Leads day-to-day supervision, support and training for 1200 employees, including formal leaders, professionals, industrial, direct care and support staff. • Budget Responsibilities: Leads development and implementation of $80 million total budget in a multi-corporate environment, with primary responsibility for service delivery cost centers. ADDITIONAL RESPONSIBILITIES: • Represents Occupations System of Care on various state, county and local committees and boards. • Represents Occupations on various Committees formed by our healthcare partnerships • Serves as a public spokesperson for the organization. EDUCATIONAL REQUIREMENTS FOR POSITION: Master’s degree in a related human service or business field, with ten to fifteen years related and progressively responsible leadership and supervisory experience in a similar industry. Qualifications
PREREQUISITES FOR THE JOB • Proven experience in managing, directing, guiding and leading executive staff in a diverse organization. • Ability to ensure attention to multiple priorities and projects while maintaining focus and depth in key areas. • Demonstrated ability to analyze and interpret professional research and government regulations to set standards and improve service delivery. • Superior written, oral, interpersonal and presentation skills. • Extensive knowledge of healthcare including rehabilitation and behavioral health treatment service delivery, child welfare and community support services, and industrial business. • Extensive experience in local, state and national funding policies, rules, regulations, processes and formulas. • Superior conceptual, analytical and organizational skills. • Extensive experience in managing and directing complex situations and synthesizing ambiguous information to solve problems and develop solutions. • Knowledge and skills in facilitating partnerships with collaborative businesses to ensure excellent value in healthcare delivery. • Financial analysis and management skills including the development and implementation of budgets and analysis of financial reports. • Demonstrated business acumen. • Demonstrated ability to maintain multiple quality relationships with key community partners, government, colleagues, Boards of Directors, leadership, staff and consumers.
