Vice President, Residential and Outpatient Treatment

Over the past 44 years, Palladia has met the complex and changing needs of vulnerable men, women and families by providing a wide array of supported housing, residential substance abuse treatment, out-patient treatment, mental health, family, domestic violence, criminal justice, vocational and homeless services. Palladia and Services for the Underserved have decided to bring their two organizations together to achieve a more powerful impact through integrated services, improved response to a rapidly changing external environment, innovation, and operational effectiveness. The scale of the combined operation will be $150 million annual revenues and 1500 employees. Position Summary: Palladia, Inc. seeks an experienced and dynamic leader to manage Palladia’s current portfolio of OASAS and OMH treatment programs while the agency merges with Services for the UnderServed and prepares for the future. The Vice President of Residential and Outpatient Treatment programs will be a member of the senior management team at Palladia and in the newly merged organization. Total budget for programs in the portfolio is approximately $20 million. The programs are located in East Harlem and the Bronx.
Current portfolio of programs and services includes: • 360 beds in two OASAS-licensed community residences and one OASAS intensive residential program. • Two outpatient substance abuse treatment clinic • One outpatient mental health clinic The successful candidate will assume responsibility for the clinical, operational and fiscal leadership of a portfolio of programs. This includes: • Ensuring all programs and clinics operate in accordance with licensing requirements and other applicable regulations • Ensuring that excellent patient care, in line with State and Agency mandates, is uniformly provided and s/he monitors operations to certify that best-practice methodologies are uniformly employed, reviewed, and updated as necessary • Remaining current and updated on new regulations, policies, industry trends, and best practices. • Ensuring quality standards and consumer satisfaction are being met. • Leading program managers and clinicians in adapting and improving service models to include integrated services, including mental health care, substance abuse and primary health care. • Negotiating and managing contracts with payors of services (Medicaid MCOs, Medicare, etc.). • Develop and monitor program budgets. • Maximizing and monitoring productivity and revenue for services provided. In collaboration with program managers, establish performance targets and revenue goals for each program. • Maximizing the occupancy/census of each program. • Developing and monitoring data collection to report consumer outcomes and service effectiveness. • Working with program managers and agency support departments including IT, Finance and Quality Assurance to strengthen program operations and maximize efficiency. • Maintaining relationships with various State and regulatory bodies, as well as continuing to build relationships with organizations that may be able to assist SUS meet various mandates. Networking with funders, partners other community providers to build referral relationships and develop additional resources to enhance services. • Marketing and promoting agency programs and services to potential referral sources to maximize capacity. • Representing the agency and clinic in a professional manner to funders, consumers, potential consumers, referring agencies, payors, network members, etc. • Positioning agency to respond to opportunities for growth. • Supervising and mentoring program managers to maximize their professional development. • Providing routine managerial oversight of programs including expenditure approvals, timesheet approval, report submission, staff hiring and performance appraisal, etc.
Qualifications
Core Qualifications: • Qualified applicants will be comfortable leading a team in a changing environment, including through a merger process for approximately the next twelve months and also into the future as service models and payment models will likely transition. • Qualified applicants will be forward thinking, collaborative and strategic in their planning and program management. • Qualified applicants will be innovative in developing and/or improving program design and service delivery. • Qualified applicants will have a demonstrated ability to develop and manage relationships with funders, partners and within the service community.
Additional Qualifications: • Strong knowledge of clinic-based, community mental health and substance abuse treatment services; managed care requirements; OMH, DOH and OASAS regulations. Strong knowledge of residential programming and HUD regulations. • Master's Degree in Social Work or related field. LCSW preferred. Experience working with individuals with co-occurring disorders required. • Experience acting in senior administrative and leadership roles. • Experience in the financial management of multiple programs is required including the capacity to interpret financial reports and produce and manage budgets. • Minimum of ten (10) years’ experience in managing nonprofit program(s).
