PROS Program Director

Reports To: Director of Behavioral Health

SUMMARY OF PROFESSIONAL FUNCTION

The PROS Program Director is responsible for leadership, planning and implementation of all PROS Services within Orange and Dutchess Counties. The Director provides leadership to the Team Leaders at each of the 5 sites who oversee multi-disciplinary teams. The Personalized Recovery Oriented Services (PROS) is an intentionally designed service model that fosters hope and belief in recovery to develop skills and supports to ameliorate symptoms for those individuals with a serious and persistent mental illness. These services include Community Rehabilitation Services (to increase skills and supports to live successfully in their communities), Intensive Rehabilitation Services (to obtain new life roles, divert or reduce psychiatric hospitalizations, reduce involvement with the legal system, provide integrated treatment for co-occurring disorders, and family psycho-education), Ongoing Rehabilitation Services (provide ongoing support for individuals employed in the community) and Clinical Services (individual and group counseling, medication management and health assessments).

ESSENTIAL FUNCTIONS
Provides leadership to the PROS teams, instilling our belief and values that promote a culture of recovery and hope to individuals with a mental illness.
Inspires and leads staff to pursue expert training in evidence-based practice for adults with mental illness and those in dual recovery.
Ensures that individuals are provided an array of quality services that result in positive outcomes.
Manages multiple cost centers ensuring maximum generation of revenue while controlling expenses which results in a spending plan for each center.
Leads staff recruitment, selection, hiring, retention and professional development for all PROS services.
Collaborates with OCDMH and DCDMH as well as service providers within each community.
Ensures all PROS services meet or exceed Medicaid, Medicare and other federal, state and local standards. Maintains all licenses and certifications required for the operation of PROS.
Collaborates with the other formal leaders within the agency.
Collaborates with the Director of Behavioral Health to ensure integrated, quality service delivery to service recipients, facilitating inter-departmental response and coordinated services well designed to meet each recipient’s needs.
Supports Utilization Review and Utilization Management for PROS services to ensure level of care criteria are met and service delivery is appropriate for the needs of recipients and the requirements of all payors. Supports Incident Management to ensure all incidents are reported, reviewed and recommendations are implemented.
Assists in planning and securing service expansion opportunities to meet the evolving needs of the community (i.e., BCO’s, Health Homes and DSRIPs), while supporting the operations of the organization. Develops proposals, budgets and implementation plans for new service delivery.
Provides input into the development of the Corporate Strategic Plan, ensures implementation of specific objectives, and provides outcome data to achieve Corporate Key Result Areas.
Assists the Executive Vice President and CEO in providing information to the Program Committee of the Board of Directors and periodically presents to the Board of Directors.


SCOPE OF RESPONSIBILITIES

Leadership: Leads a multi-disciplinary team of 70, including Team Leaders who are responsible for master’s level professionals, psychiatrists and nurse practitioners, counselors and secretaries.


Budget Responsibilities: Fiscal responsibility for 5 program budgets totaling $3.8 million.




ADDITIONAL RESPONSIBILITIES
Chairs and participates on a wide range of committees of the organization.
Represents corporation in leadership roles in various professional and state, county and local committees and boards.

EDUCATIONAL REQUIREMENTS FOR POSITION

Licensed/Certified in the Mental Health field with ten to fifteen years of related and progressively responsible leadership and supervisory experience in a similar industry or field.

PREREQUISITES FOR THE JOB
Expert skill and experience in directing, guiding, teaching and leading clinical staff in diverse service delivery.
Ability to ensure attention to multiple priorities and projects while maintaining focus and depth in key areas.
Demonstrated ability to analyze and interpret professional research and government regulations to set standards and improve service delivery.
Demonstrated written, oral, interpersonal and presentation skills.
Superior knowledge of business and expertise in mental health treatment.
Extensive experience in local, state and national funding rules, regulations, processes and formulas.
Superior conceptual, analytical and organizational skills.
Demonstrated expertise in development and implementation of budgets.
Demonstrated ability to maintain multiple quality relationships with key community contacts, Board of Directors, leadership, staff and consumers.
Extensive knowledge of evidence based practices including treatment modalities, diagnosis, assessment and crisis intervention techniques.
Proven ability to recruit, train, promote and motivate personnel in order to establish staffing to accomplish service delivery with fiscal responsibility.
