Program Associate, Center for Rehabilitation and Recovery

Description

The Program Associate would serve as a member of the Center’s team, providing technical assistance and consultation, training, and clinical support to NYC PROS programs, clubhouses, psychosocial clubs, and other recovery-oriented mental health programs on issues including:
• Transition to Medicaid managed care
• Being data centric and managing to outcomes
• Clinical and administrative program practice, to ensure successful audits and recertification visits
• Work with health homes, Preferred Provider Systems (PPSs) in DSRIP, and with managed care organizations (MCOs)

Daily activities may include:
• Provide consultation and technical assistance by engaging providers in a collaborative process or assessment, planning, implementation, and evaluation of program operations to improve practice, and better comply with State regulations and MCO and health home requirements.
• Develop curriculum and deliver trainings for New York City providers on topics related to program operations, data collection and outcome management, appropriate referrals, and best practice in specific HCBS options (including psychosocial rehabilitation, community psychiatric support and treatment, habilitation, supported education, prevocational skills, and peer support).
• Help providers communicate sensitive issues to government agencies (such as OMH, DOHMH, or OASAS)
• Represent and promote the Center at City, State, national and other forum
• Develop and maintain relationships with government representatives, providers, advocates, researchers and other key institutions to support program development and system reform efforts

Projects will initially include:
• OMH-funded contract, focused on health home training, HCBS service training, and support for PROS programs
• DOHMH-funded contract, focused on supporting NYC-funded rehabilitation programs as they transition to Medicaid managed care
• Bridges Leadership Institute cross-training program for providers working in mental health, child welfare, and drug treatment

Qualifications

• Knowledge of psychosocial rehabilitation practice, and recovery oriented care
• Strong familiarity with state licensed programs for people with serious mental illness, including PROS. Must be knowledgeable about regulations and compliance in addition to basic PROS practice.
• Familiarity with child welfare, drug treatment, family court, mental health or criminal justice system in New York City would be a plus.

Required Experience:
• Recent managerial experience in a NYS OMH-licensed program, Managed Care company, or health home
• Minimum Master’s Degree in mental health, social work, public health, family therapy, or related field with both clinical and programs knowledge
• Familiarity with health care reform issues,
• Work providing technical assistance or consultation services to behavioral health professionals
