Center Conference: READING BETWEEN THE LINES: Re-Thinking Mental Health and Literacy for Youth in Transition The Coalition’s Center for Rehabilitation and Recovery is proud to be presenting this groundbreaking and interdisciplinary conference on Monday, June 23rd, 2008, 9am-4pm at New York University’s Kimmel Center, 60 Washington Square South. Medicaid Buy in For Working People with Disabilities Provider Survey The Center is gathering information to determine the number of consumers with psychiatric disabilities in New York City who could potentially benefit from the Medicaid Buy-In Program for Working People with Disabilities (MBI). The survey below is intended for Adolescent Skills Centers, Adult Clinics, Employment (e.g. ACE, VESID Supported Employment), Clubhouses, Continuing Day Treatment (CDT), Intensive Psychiatric Rehabilitation Treatment (IPRT) and Psychosocial Programs. These efforts are documented in our Report, A Change for Change: Supporting Youth in Transition in New York City. The Center’s poster publicized key findings and recommendations to address the numerous and complex barriers facing NYC youth and young adults with mental health and behavioral concerns. To download the complete report, Click Here. Leadership Training Series: Building Recovery-based Programs Community mental health is facing a major leadership challenge. As agencies confront greater demands for quality and accountability, effective leaders are needed to guide the way towards improved performance. To help in this regard, the Center is launching this new series of highly dynamic leadership trainings designed for directors and managers who want to learn how to successfully build and sustain recovery-based programs. Participants will gain leadership skills that inspire creativity, collaboration and commitment. This will prepare them to lead organizational change efforts that enhance recovery practices and produce better outcomes for consumers. THIS SERIES IS NOW SOLD OUT. This is a unified application process offering funding opportunities through two different and separate programs; SRO and SHFYA. SAMHSA’s Center for Mental Health Services (CMHS): Project LAUNCH for Young Children CMHS is accepting applications for fiscal year (FY) 2008 for Cooperative Agreements for Linking Actions for Unmet Needs in Children’s Health (Project LAUNCH). The purpose of Project LAUNCH is to promote the wellness of young children, birth to age eight. Project LAUNCH defines wellness as a state of positive physical, emotional, social, and behavioral health. Supplements to State Mental Health Data Infrastructure Grants for Quality Improvement These funds will expand/enhance grant activities funded under the State Mental Health Data Infrastructure Grants (DIG) for Quality Improvement. The purpose of this program supplement is to support mental health prevalence estimation and related associations in state populations. The effort is part of the SAMHSA/CDC Intra-Agency Agreement, in which the Mental Health and Stigma Module will be added to the Behavioral Risk Factor Surveillance System (BRFSS) for prevalence estimation of serious psychological distress. The Coalition of Behavioral Health Agencies June 12 Leadership Awards Held at Pfizer World Headquarters, The Coalition’s 39th Awards Reception will bring friends, members, allies and colleagues together to celebrate the behavioral health sector, its accomplishments and service. Receiving the Leadership Awards will be Deborah Bachrach, Deputy Commissioner of NYSDOH’s Office of Insurance Programs and State Medicaid Director; Petros Levounis, MD, Director of The Addiction Institute of New York and Alvin Perlmutter, noted film producer and Director of the Independent Production Fund. The Coalition will bestow its Founders Award on long time Coalition Board member from Catholic Charities Neighborhood Services, Gayle DeRienzis. For Awards Reception information and registration, go to www.coalitionny.org. IRS Issues New Form 990 For the first time in nearly 30 years, the IRS has completed a major revision of Form 990. The new version will be effective for the 2008 tax year (to be filed in 2009) and includes new questions impacting fundraising activities and governance issues, as well as greater emphasis on compensation reporting. New York Child and Adolescent Telepsychiatry Initiative Launches Informational Website for Clinicians and Families In recognition of the growing need for child and adolescent psychiatrists, the OMH Division of Child and Family Services is addressing child psychiatric consultation needs in rural areas through the New York Child and Adolescent Telepsychiatry (NYCAT). New York City Department of Health and Mental Hygiene (DOHMH) Announces Senior Bureau of Mental Health Appointments Robert Goldblatt has been named Director of Rehabilitation Programs. Mr. Goldblatt oversees the Bureau of Mental Health’s portfolio of adult rehabilitation services which includes Clubhouses, Employment, Advocacy and Family Support. Laura Grund has been named Director of the Office of Housing Services. In this capacity, Laura is responsible for oversight of the Bureau of Mental Health’s supportive housing, drop-in centers, and on-site rehab contract portfolio as well as participating in the development of new supportive housing and clinical coordination of the newly reconfigured homeless outreach teams. Linda Fraser has been named Director of Coordinated Mental Health Services. In this role she oversees policy, contracts and program development for ACT, Case Management (Intensive, Supportive and the Blended models), Mobile Crisis, Crisis Outreach, Bridger, as well as geriatric mental health initiatives. All three Directors will report to Trish Marsik, Asst. Commissioner, Bureau of Mental Health. New York State Office of the Medicaid Inspector General (OMIG): Work Plan for 2008-2009 The New York State Office of the Medicaid Inspector General (OMIG) has released the agency's first annual work plan, according to an announcement from Medicaid Inspector General James G. Sheehan. The FY 2008-2009 work plan is available at www.omig.state.ny.us. New York State Office of Mental Health (OMH): Public Forums on Children’s Mental Health Plan New York City forum: May 8, 10:00 am to 3:30pm at Fordham University Lincoln Center Campus, Pope Auditorium, 155 West 60th Street. The State will hold its annual public forums on mental health services, with the goal of creating a statewide children's mental health plan. The forums will be held in collaboration with the Mental Health Services Council and the Conference of Local Mental Hygiene Directors. Commissioner Michael Hogan and Deputy Commissioner David Woodlock will provide an overview of a vision for children's mental health in New York. In so doing, they will highlight the planning process and recommendations drafted by the children's mental health planning work groups that have focused on the needs of children, youth and their families. Stakeholders will not be invited to testify. Instead, participants will be invited to submit a Comment Card. Those not able to attend the forums are also invited to send questions, ideas and thoughts by submitting a Comment Card. The purpose of the campaigns is to help individuals identify mental health needs, access services and strengthen linkages between the target populations and their families, community and primary care system according to their cultural and linguistic values. VESID Unified Contract Services (UCS) Contracts VESID has undertaken a comprehensive effort to develop improved contracts for service providers. VESID has been able to raise contract rates for purchased services, more clearly define services and develop new services. This initiative has been undertaken to: better serve consumers with disabilities; assist them in becoming gainfully employed; and more accurately compensate the provider community for services they are providing to VESID. During the UCS NYC information session held on April 18thwe learned: New UCS contract will begin on January 1st 2009; there will be no grandfathering of contracts - every organization interested in holding a contract must apply under the new RFP; VESID plans to release the new RFP and hold a bidders’ conference within the next two months. The draft document dated March 27 is still being modified and questions/answers from the information sessions will be posted on VESID’s website at http://www.vesid.nysed.gov/ucs/home.html. Center for Psychiatric Rehabilitation at Boston University: Principled Leadership in Mental Health Systems and ProgramsWritten by William Anthony and Kevin Huckshorn, this new book contains interviews with leaders at all levels in the mental health field who have shown the ability to transform their organizations -- federal administrators, commissioners, agency directors, program managers. Drawn from these interviews, Anthony and Huckshorn advance eight leadership principles and accompanying tasks that they found to be critical for effective leadership. Through the use of stories and narratives, the average day of peer specialists is documented including their special challenges and rewards, and what they most value in their positions. Substance Abuse and Mental Health Services Administration (SAMHSA): New Report on State Mandates for BenefitsThis report focuses on state-mandated benefits, state laws regulating mental health and addiction treatment workers, and state-recognized mental health clinicians with authority to prescribe psychotropic medications. The report is divided into three main sections. The first section describes the current status of state-mandated insurance coverage and identifies those states that require insurance companies to provide coverage for those they insure who have mental or substance use disorders. The second section outlines the type of coverage and diagnostic conditions to which the insurance applies. Finally, the third section provides an in-depth analysis of the authority granted by states to nurse practitioners and physician assistants to prescribe psychotropic medications.
