U.S. Office of Inspector General Audits Minnesota and Iowa Medicaid Payments for Targeted Case Management The U.S. Office of Inspector General (OIG) is conducting audits on State Medicaid payments for targeted case management for Federal fiscal years 2003 and 2004. The findings thus far have been alarming. The OIG found that Minnesota’s State agency improperly claimed $7.3 million ($3.7 million Federal share) for TCM services. According to the OIG, some of the services were insufficiently documented or supported by the case records. A complete text of OIG’s report can be found at http://oig.hhs.gov/oas/reports/region5/50500059.pdf In Iowa, the OIG found that the State agency improperly claimed $2.5 million ($1.5 million Federal share) for TCM services that did not comply with Federal and State requirements. Some of the client case records did not reflect that TCM had taken place, according to the OIG, while in other instances direct medical services were incorrectly billed to TCM. The State of Iowa is presently contesting some of the findings of the OIG, and the matter is being referred to CMS. Creating and Enhancing a Youth-Led Leadership Association As part of our Youth Initiative Project, and consistent with the goal of promoting meaningful youth involvement in service design and delivery, The Coalition’s Center for Rehabilitation and Recovery is offering a comprehensive training seminar in partnership with WAVE – Work, Achievement, Values & Education. This two-part training with intersession support will focus on implementation of the Leadership Association. The Leadership Association is structured as a youth empowerment group that develops skills in leadership, problem solving and decision making, organizing, communication, teamwork, and confidence through youth-led, staff-coached, meetings, activities and projects. It will span several months as participants learn to implement the basics, receive expert assistance while implementing, and reconvene at an advanced training session focusing on improving their Leadership Association.

All Trainings will take place at the Coalition’s office at 90 Broad Street, 8th Floor. These seminars will be further supported by intersession assistance and technical support from WAVE experts. To ensure efficient and effective implementation, WAVE senior staff will provide monitoring and technical assistant to all participating agencies. For more information, please visit our website at www.coalitionny.org/the_center/seminars/youth_initiative.html OMH Funding to Prevent Suicide Among Young Latinas and Asian Women The New York State Office of Mental Health announces the availability of funds to support public awareness and education campaigns designed to prevent suicide among young Latinas and Asian women. The Requests for Proposals (RFPs) can be found at http://www.omh.state.ny.us/omhweb/rfp/ . Proposals are due January 11, 2008. The Coalition thanks NY State Assembly Mental Health Chair Peter Rivera and his colleagues in the legislature for funding this initiative and for putting a public spotlight on women and suicide, particularly in the Asian and Latina communities. Back From The Edge: Deriving Strength From Group Culture - A Suicide Prevention Symposium The Coalition of Behavioral Health Agencies, Inc. is pleased to present a Suicide Prevention Symposium examining the risk of suicide in minority populations. The symposium will be held on December 4, 2007 from 9:00 am to 3:30 pm at The Hudson Guild, 441 West 26th Street. Funding for this symposium is being provided by SOMH. Coalition’s Center for Rehabilitation and Recovery Delivers Training for DOHMH The Coalition’s Center for Rehabilitation and Recovery recently developed training on the art of creating recovery-based cultures to better serve people with co-occurring disorders (COD). On October 26th, Aaron Vieira, the Center’s Director of Education and Training, delivered an interactive training on the topic to a large group of agency administrators, program directors and psychologists who had come together for a project meeting on improving care for people with COD. The training was followed by a panel discussion in which Pat Feinberg, the Center’s Peer Educator, spoke about how much she appreciated direct care staff that encouraged her to take risks. “It makes a big difference,” she said. Several participants commented that the training was empowering, challenging and hopeful. Staff from the Department of Health and Mental Hygiene’s Office of Quality Improvement, which asked the Coalition to develop this training, were very impressed with the participant feedback. OMH Rolls Out Wellness Self-Management Initiative The State Office of Mental Health, working closely with the Urban Institute for Behavioral Health in NYC, is promoting the adoption of its Wellness Self-Management (WSM) initiative for adults with serious and persistent mental illness. This initiative is a “curriculum-based approach” designed in part to help promote awareness of how one’s physical health affects one’s mental health and recovery. For more information, please visit http://www.omh.state.ny.us/omhweb/wellness/ New Web Page To Help Identify Evidence-Based Programs The Substance Abuse and Mental Health Services Administration has developed a new Web page to assist the public in identifying evidence-based programs and practices that can prevent and/or treat mental health and substance use disorders. A Guide to Evidence-Based Practices on the Web features 37 websites that contain information about specific evidence-based interventions or provide comprehensive reviews of research findings. Bush Signs Veterans’ Mental Health Bill On November 5th, President Bush signed into law a veterans' suicide prevention bill (HR 327) that will require mental health training for Department of Veterans Affairs staff, mental health screenings for all veterans who receive VA care and a suicide counselor for each VA health care facility. The law also supports outreach and education efforts for veterans and their families, as well as peer support counseling and suicide prevention research. The bill was sponsored by Rep. This award “recognizes social workers who demonstrate exemplary leadership qualities and a unique commitment to the improvement of social and human conditions, assuring a promising future for the profession and the communities they serve.” The Coalition congratulates all of the awardees, and agrees wholeheartedly with NASW that these individuals are among the very best in their field. NAMI-NYC Metro Recognizes Coalition Board Member Peter Beitchman for Housing Advocacy Earlier this month, the NYC-Metro branch of the National Alliance on Mental Illness (NAMI) bestowed its “Housing Leader” award to Coalition Board Member Peter Beitchman of The Bridge, Inc. Peter was chosen for his leadership over two decades in delivering high quality mental health, housing and rehabilitative services to scores of consumers, many of whom experienced long periods of homelessness. At the Coalition, Peter chairs our Committee on Co-Occurring Disorders, which advocates for an integrated treatment model for consumers with dual psychiatric and addictive disorders. Congratulations, Peter! DOHMH’s Tamara Hubinsky Moving On Tamara Hubinsky, Senior Director of Contracts at the Division of Mental Hygiene, will be leaving the agency in January to pursue other endeavors. Over the past several years, Ms. Hubinsky has worked very hard to improve the way in which the Division contracts for its services. With over 1,000 contracts in place each year, the task is at once formidable and critical if consumers are to receive the housing, services and treatment they need in a timely manner. The Coalition wishes Ms. Hubinsky all the best, and thanks her for her formidable efforts over the years. CCC Names March-Joly Executive Director The Citizens’ Committee for Children (CCC) officially named Jennifer March-Joly to be the agency’s new Executive Director. Ms. March-Joly had been serving as Acting Executive Director since the departure of Gail Nayowith at the end of August. Prior to her tenure at CCC beginning in 2001, she was a key official in the New York City Council’s Finance Division. The Coalition congratulates Ms. March-Joly on her appointment, and looks forward to working with her on issues relating to child and adolescent mental health.
