Governor Cuomo Delivers State of State Address On January 4, 2012, Governor Cuomo gave his second State of the State address where he called for “holding the line on spending this year,” by planning to close the State’s $2 billion budget deficit with no new taxes or fees. In his address, Governor Cuomo called for a transformation in the way that the State delivers services to people with Governor Cuomo called for enacting legislation necessary to establish the New York State Health Insurance Exchange. The Governor proclaimed that New York has the unique opportunity to address the problems of 2.7 million people (16% of New Yorker’s) who do not have health insurance by developing an insurance exchange that will be financed entirely by the federal government. According to Governor Cuomo, when the Exchange is implemented more than one million New Yorkers will gain health coverage and individuals who currently buy their coverage directly will see their cost drop by 66%; small businesses will see the cost of providing coverage to their employees drop by 22%; $1.7 billion that taxpayers currently contribute to offset the cost of providing care to the uninsured will be significantly reduced; the increased federal Medicaid match that recognizes New York’s higher Medicaid eligibility levels will bring an additional $18 billion in funds to the state over 10 years SAGE Commission Recommends Potential OMH & OASAS Merger
